System proposals

Proposals and ideas relating to the kernel, system structure and behaviour and support services. At present, much of the following (along with most of the wiki) is lagging behind the changes in concept that occurred while the wiki was locked for a year, and no formal structure to this section has ever been determined. It is also lagging behind wider changes to the layout of the wiki elsewhere, such as what is now the About Cy/VOS section on the front page. Over time, the following -- of which much is highly experimental -- will hopefully get absorbed into the more official discussions, or jettisoned.
